                        Part X of the offshore Banking Act makes Dominica particularly competitive by granting the licensee exemption from all taxes and duties in respect to its offshore banking business in Dominica.

                        While the Offshore Banking Act also makes provisions for offshore trust business, separate offshore trust legislation will be tabled in Parliament shortly.

Additionally, the appropriate enabling environment for attracting foreign investment opportunities in tourism, financial and other non-tourism based services, including agriculture, agro-processing, light industries, and horticulture, has been established.

One aspect of Dominica's investment program is the development of a high quality offshore and international financial center of Dominica. To ensure success, the appropriate administrative and bureaucratic framework to facilitate the effective functioning of the offshore sector has been implemented.

In an environment of political and economic stability, with a modern telecommunication network, flexibility of legislation, and confidentiality, Dominica seeks to offer international investors a variety of financial services.

NOTE:  Dominica does not have any restrictions on movement of fund into and out of Dominica by offshore banks and other financial institutions.

Paul holds a Master of Science in Accounting from Rollins College (Winter Park, Florida), and graduated from Ohio State University with a B.S. in Administration/Real Estate. He also did Post-Graduate Studies in Accounting at Wittenberg University in Springfield, Ohio

David holds a BSBA in Accounting from the University of Central Florida and passed the Uniform CPA examination in Florida in 1977. He also completed post graduate studies in accounting at the University of Central Florida
